Guam Democrat Alicia Garrido Limtiaco has emerged as an early sign of a potential blue wave in the 2026 US midterm elections, leading a Republican incumbent in the territory’s congressional delegate race as voters across the country headed to the polls Tuesday.

Limtiaco, a Democrat and former Guam attorney general, received 15,645 votes, or 51%, compared with 14,983 votes, or 48.84%, for Republican incumbent James Moylan, according to unofficial results from the Guam Election Commission reported by Anadolu Agency.

The 662-vote lead, with all 59 precincts counted, puts Limtiaco on course to flip a seat Republicans have held since 2023. The results remain unofficial pending certification, with additional off-island ballots scheduled to be counted Nov. 19.

Moylan won reelection in 2024 with 52.7% of the vote, making Limtiaco’s lead a notable shift toward Democrats in the US Pacific territory.

Although Guam’s delegate can participate in congressional proceedings, the position carries no vote on final legislation in the full House. The seat therefore does not count toward the 218 voting seats needed for a House majority.
