Many years ago I was tasked with placing an auto parts plant within the confines of a low risk correctional facility in Culpeper, Virginia. Our arrangement was to pay less than the minimum wage for the 200 inmates we were to employ. The alternative was to move the jobs to China, where several of our competitors had settled.
